USR lawmakers propose mandatory health investigations into odor complaints
Four members of the USR party—Cynthia Păun, Allen Coliban, Aurel Oprinoiu, and Adrian Giurgiu—have introduced a legislative initiative to mandate that Public Health Directorates (DSP) investigate olfactory discomfort reported by citizens.
The proposal seeks to amend Emergency Ordinance 195/2005 regarding environmental protection. It aims to establish a clear mechanism for investigating the sources of unpleasant odors and their subsequent impact on public health. Under this law, investigations could be triggered by citizen complaints or reports from environmental control authorities.
The initiative includes provisions for independent monitoring of water wells and boreholes near reported sites. If a causal link is established between olfactory discomfort and population health issues, the health authority must immediately notify the environmental protection agency. Proponents argue the current system allows for bureaucratic delays between institutions, leaving residents in areas like Bucharest and Ilfov without effective solutions.
