Utah Opens Applications for Second Independent Medical Cannabis Pharmacy

The Utah Department of Agriculture and Food will begin accepting applications on August 3 for a second independent medical‑cannabis pharmacy, the latest step under House Bill 54 passed in 2025. The application window runs through September 2, and the chosen licensee must open the pharmacy before January 1, 2027.

To qualify, the pharmacy must be located in a medically underserved rural county classified as third‑ through sixth‑class, operate independently of existing Utah cannabis businesses, and demonstrate sufficient financial resources, regulatory knowledge, and secure facilities. Applicants must submit detailed plans for layout, security, inventory, dispensing procedures, and staff qualifications via the UDAF grants portal.

The state aims to improve patient access in areas where the nearest medical cannabis dispensary is a two‑hour drive, reducing the need for out‑of‑state travel and enhancing safety under state‑mandated product‑quality standards.
