Utica man charged with felony weapon possession after traffic stop
Dungnhi Phan, a 30-year-old man from Utica, faces multiple felony charges following a traffic stop in the town of Chenango. New York State Police stopped a vehicle with a suspended registration on August 15, 2026, and identified Phan as the driver, who also lacked a valid driver’s license.
During the investigation, troopers discovered illegal handguns, including what investigators described as a “ghost gun.” Phan has been charged with two counts of second-degree criminal possession of a weapon involving a loaded firearm, which are Class C felonies, among other charges.
