Uuc-kib Espadas proposes new legislative representation quotas in Mexico

Uuc-kib Espadas Ancona, a counselor at Mexico’s National Electoral Institute (INE), has proposed a new model for legislative representation quotas through affirmative action. The proposal aims to move from simple access quotas to genuine representation quotas, ensuring that candidates from vulnerable groups have real legislative influence and community backing.

Key elements of the proposal include requiring political parties to reserve at least 10% of their total candidacies for individuals in vulnerable situations. These positions would be distributed across both single-member and multi-member districts to ensure competitive placement. Espadas Ancona emphasized that the goal is to prevent party leadership from making arbitrary impositions and to eliminate identity falsification or political simulation.

To ensure legitimacy, the model suggests that candidates must demonstrate a verifiable link to their communities through mechanisms such as consultations, surveys, or alliances with social organizations. The effectiveness of this representation would be measured by the candidate's ability to advance specific community agendas and their capacity for legislative impact. The proposal will be presented to the INE’s Commission on Prerogatives and Political Parties.
