Uzbekistan ties civil‑service salaries to performance under new KPI‑based pay system

Uzbekistan is planning a comprehensive overhaul of civil‑service remuneration. A proposal presented to President Shavkat Mirziyoyev would link the pay of roughly 54,000 state employees to a unified set of criteria—position complexity, qualifications, responsibility and results—rather than to the specific ministry or agency. The draft calls for a single salary grid comprising 11 grades and six steps, consolidating dozens of existing bonuses and incentives into three main payment types. The final regulations still need to be drafted before the system can be implemented.

In July, the country recorded a modest 0.1 % deflation, with the consumer price index falling to 106.4 % year‑on‑year. Food prices dropped on average 0.91 %, while non‑food items and services saw modest increases, notably gasoline and public‑transport fares. The National Statistics Committee attributed the overall price decline to falling costs of staple foods such as carrots, rice and onions.
