Valencia flood reports omitted Poyo ravine overflow, judge finds reporting lapses
During the severe storm on 29 October 2024, emergency situation reports issued by the Generalitat Valenciana failed to record the overflow of the Poyo ravine, which caused most of the fatalities in Valencia province. The fourth report, sent after 21:30, still stated that no overflow had occurred, while a later version dated 21:36 addressed the discrepancy.
Former interior councilor Salomé Pradas, who is under investigation, highlighted that the difference of more than four hours was critical because the situation had markedly worsened: at 17:00 the Poyo, Horteta and Gallego ravines had not yet overflowed, but after 21:00 the floods turned Horta Sud into the “zone zero” of the tragedy. The DANA judge concluded that two distinct documents both labeled “report 4” could plausibly exist, having been prepared at different times and sent to officials.
The emergency department’s four reports covered meteorological alerts, hydrological data, resources mobilised, impacts on basic services, communications, schools and emergency calls, but omitted the key hydraulic failure for several hours after it began.
