Valencian authorities outline €28 bn infrastructure investment plan
The Association of Construction and Concession Companies (SEOPAN) estimates that the Valencian Community will need €28.749 billion in infrastructure investment over the next decade, with roughly two‑thirds earmarked for new projects and one‑third for maintenance. The bulk of the funding is slated for hydraulic works (€10.179 bn) and transport (€7.926 bn), including new highways, rail links and flood‑control measures.
The Diputació de València’s Pla Obert programme has approved €12 million for 62 projects in 47 municipalities, bringing total approved projects to 1 183 with an accumulated investment of €184 million. Priorities include water‑cycle upgrades, green spaces and sports facilities, with more than €100 million allocated for 2026.
Following the severe 2024 floods, over 1 000 municipal reconstruction proposals have been submitted to the central government, drawing on €1.745 billion of state funds. So far, 1 009 memoranda totalling €1.317 billion have been approved, mainly for mobility infrastructure, cultural and safety facilities, and water‑management projects.
