Valencia region launches new public‑housing bids and reconstruction plan after contractor withdrawals

The Valencian government announced that two stalled social‑housing projects in Castelló – the Avenida Capuchinos redevelopment and the Santa Cruz de Tenerife block – will be re‑tendered once administrative procedures following the contractors’ withdrawals are completed. The projects aim to add 13 and an unspecified number of affordable units respectively, with a focus on circular‑economy construction methods.

Separately, the Generalitat and Valencia City Council signed a protocol to implement a Special Urban Reconstruction Plan (PEUR) for the La Torre district, which was heavily damaged by the October 2024 DANA. The plan will create 1,206 protected homes, of which 981 will be sold and 225 offered for rent, and will include about 7,000 m² of public facilities. The PEUR framework, introduced by the 2025 Urgent Urban Measures Law, is intended to accelerate rebuilding and increase the supply of affordable housing while improving resilience to future extreme weather events.
