Valfabbrica lawyer demands investigation into disappearing cat colonies

Lawyer Valeria Passeri is calling for an urgent investigation following the disappearance of a feral cat colony in the Barcaccia area near the dam in Valfabbrica, Italy. The animals were reportedly well-established in the area and cared for daily by local fishermen and volunteers.

Passeri notes that this is not an isolated incident, as a similar disappearance involving the territory's only ASL-registered feline colony occurred between October and November 2025. She has previously filed formal complaints regarding such matters.

Citing Law 281 of 1991 and a recent Supreme Court ruling from July 2026, Passeri emphasizes that free-living cats are legally protected. She asserts that private individuals, condominium administrators, or owners cannot unilaterally remove or transfer these animals. Instead, proper management must involve sterilization, health protection, and maintenance of the animals within their territory, overseen by competent authorities such as the Municipality and ASL veterinary services.
