Valledupar former mayor Luis Fabián Fernández sentenced to prison
Luis Fabián Fernández, the former mayor of Valledupar, has been sentenced to five years and six months in prison. A judge found him responsible for entering into a contract without meeting legal requirements regarding a potable water and basic sanitation project.
The contract, valued at approximately 36,283 million pesos, involved investment projects for the municipality. Investigations by the Fiscalía General de la Nación revealed that the project suffered from planning failures and led to a debt agreement that compromised municipal public resources for over two decades.
According to the prosecution, during his administration, Fernández exceeded the municipality's debt capacity and failed to inform the Municipal Council of an existing obligation with the Empresa de Servicios Públicos de Valledupar (Emdupar).
