Vancouver City Council approves public safety plebiscite

Vancouver City Council has approved a non-binding plebiscite to be included in the October 17, 2026, municipal election. The plebiscite will ask voters to weigh in on two primary issues: strengthening laws to prohibit open-air hard drug use in public spaces and the creation of a secure medical facility featuring at least 100 involuntary treatment spaces at the former St. Paul’s Hospital site.

The decision followed a heated special council meeting marked by technical difficulties and political tension. Several councillors, including Rebecca Bligh, Pete Fry, and Sean Orr, walked out before the final vote. Lucy Maloney was the sole councillor to vote against the measure.

British Columbia Premier David Eby expressed optimism regarding the plebiscite, suggesting there would be widespread support for the questions. However, critics have characterized the move as a cynical political tactic and a waste of taxpayer resources. The initiative aims to force municipal candidates to clarify their stances on mental health, housing, and addiction services.
