Vaping regulations and health risks in Romania
In Romania, current legislation regarding vaping and electronic cigarettes remains distinct from traditional smoking regulations. Under Law no. 349/2002, modified by Law no. 64/2024, smoking—defined as the inhalation of smoke from burning tobacco—is strictly prohibited in enclosed public spaces, workplaces, public transport, and playgrounds. While the newer Law 64/2024 introduced specific definitions for electronic cigarettes, refill bottles, and heated tobacco products, and banned sales to minors and via vending machines, it has not fully extended the prohibition of use in all enclosed public spaces to the general public.
Scientific research highlights significant differences in chemical exposure between traditional smoking and vaping. A study published in ‘Annals of Internal Medicine’ found that individuals using electronic cigarettes exclusively for at least six months had a 97% lower concentration of carcinogenic NNAL compared to tobacco smokers. Research from University College London and King’s College London indicates that while vaping is associated with a lower fraction of risk compared to smoking in the short to medium term, these products are not harmless, particularly for non-smokers. Experts note that data regarding long-term consequences exceeding twelve months remains insufficient.
