Varna Court Halts Demolition of 12 Buildings in Baba Alino

The Administrative Court in Varna suspended the preliminary execution of twelve demolition orders issued by Mayor Blagomir Kocev for multi‑family residential buildings in the Baba Alino area (Koru Chair, district “Chayka”). The orders, which targeted more than 40 apartments, were challenged by the companies Forest Club Varna Ltd and Venedict 02 Ltd.

The court found that the municipality had not provided sufficient motivation required by article 60(2) of the Administrative Procedure Code, and therefore could not justify immediate demolition before the substantive case is resolved. The decision temporarily protects the buildings from forced removal until a final judgment is issued. The rulings can be appealed to the Supreme Administrative Court of Bulgaria within seven days of notification.
