Enmanuel Cedeño Brea appointed as Dominican Republic Superintendent of Banks

President Luis Abinader has appointed Víctor Livio Enmanuel Cedeño Brea as the new Superintendent of Banks for the Dominican Republic via Decree 606-26. Cedeño Brea succeeds Alejandro Fernández Whipple, who held the position for six years. The new appointment carries a two-year term in accordance with the Monetary and Financial Law.

Minister of Finance and Economy Magín Díaz swore in Cedeño Brea, highlighting his extensive expertise in financial regulation, risk management, and economics. Cedeño Brea previously served in several key roles within the Superintendency of Banks, including as General Advisor, Technical Coordinator, and Deputy Manager of Regulation and Innovation. He also served as the Superintendent of the Securities Market between 2022 and 2024.

The Association of Commercial Banks (ABA) endorsed the appointment, stating that Cedeño Brea’s institutional knowledge will ensure regulatory continuity and support the modernization of oversight mechanisms and financial inclusion. Cedeño Brea has committed to continuing the institution’s strategic plan, focusing on risk-based supervision and regulatory innovation. His academic background includes a Ph.D. in Law and Economics and master's degrees from the London School of Economics and Queen Mary University of London.
