Germany plans stricter sick leave rules amid concerns of increased absenteeism

The German government, led by Chancellor Friedrich Merz, is planning to tighten sick leave regulations by requiring a medical certificate from the first day of illness and phasing out telephone-based sick notes. The reform aims to reduce absenteeism and combat perceived social benefit abuse.

However, a YouGov survey commissioned by the social association VdK suggests the policy may backfire. According to the survey, 21 percent of respondents indicated they would proactively request longer sick leave to avoid multiple doctor visits, while 14 percent might work while ill to avoid the hassle, increasing infection risks. VdK President Verena Bentele warned that the measure could increase absenteeism, burden medical practices, and reflects a “deep-seated mistrust” of honest employees. The survey also found that 73 percent of workers only call in sick when clearly unable to work, with only 3 percent admitting to calling in sick while healthy.
