Vehicle restrictions active in Quito and Mexico City

Vehicle restriction programs are in effect for Quito, Ecuador, and the Mexico City metropolitan area on Thursday, September 10, 2026.

In Quito, the ‘Pico y Placa’ measure restricts vehicles with license plates ending in 7 and 8. The restrictions apply during two time slots: 06:00 to 09:30 and 16:00 to 20:00. Violators face fines starting at 15% of a unified basic salary, increasing with recidivism. Exemptions include emergency vehicles, public transport, school transport, and vehicles used by senior citizens or people with disabilities.

In Mexico City and the State of Mexico, the ‘Hoy No Circula’ program restricts vehicles with green stickers, license plates ending in 1 or 2, and verification holograms 1 and 2. This applies across 16 boroughs in CDMX and 18 municipalities in Edomex. Electric and hybrid vehicles, as well as those with 00 or 0 holograms, are exempt. Fines for non-compliance range from 20 to 30 times the Unit of Measure and Update (UMA), approximately 2,346 to 3,519 pesos.
