Venezuela enacts new housing law following devastating earthquakes
Venezuela's acting president, Delcy Rodríguez, has signed the Law for the Promotion and Protection of Housing Construction. The legislation aims to accelerate the building of new homes following a double earthquake on June 24 that resulted in over 6,500 deaths and left approximately 17,900 people homeless.
The 40-article law establishes new parameters for contracts, sales, and responsibilities, and mandates that construction companies create a trust. It also requires companies to provide detailed housing characteristics and execution schedules in their contracts. The Ministry of Housing and Habitat will oversee inspections and enforcement, with fines established for non-compliance.
In response to the disaster, the government reports that 11,000 of the 61,000 buildings inspected are at high risk. Current efforts include the construction of 3,000 homes in Catia La Mar, La Guaira, and 3,000 transitional homes in Ciudad Caribia. Authorities are also working to vacate 67 schools currently being used as temporary shelters before the school year begins in mid-September.
Critics, including Omar Ávila, have noted that while the law addresses financial and registry requirements, it lacks specific mandates regarding earthquake-resistant structural guarantees for new buildings.
