Venezuela manages migrant returns and diaspora policy needs

Venezuela continues to manage the large-scale movement of its citizens abroad, with recent developments highlighting both the logistical reality of repatriation and the need for institutional support for the diaspora.

Two flights carrying 379 deported migrants from the United States arrived at the José Antonio Anzoátegui International Airport in Barcelona, Venezuela. The first flight from Opa Locka included 173 individuals, while a second flight from Texas brought 206 people. These repatriations are part of the ‘Vuelta a la Patria’ plan, established in 2018, which has facilitated the return of over 1.6 million citizens.

Amidst these movements, there are calls for the Venezuelan state to establish a formal Ministry of the Diaspora. With nearly 7.9 million citizens living outside national borders, proponents argue that a dedicated ministry with a specific budget and international representation is necessary to address issues such as consular protection, document procurement, and the integration of returning citizens.
