Venezuela political dialogue concludes third cycle with legal reform agreements

The Venezuelan government and the 2015 National Assembly opposition delegation have concluded the third cycle of political negotiations in Caracas. Following six days of meetings and 15 technical sessions, the parties reached agreements to initiate a deep review of several key laws to strengthen democratic coexistence and electoral participation.

The agreed legal reforms include the Organic Law of the Comptroller General regarding political disqualifications, the Law of Political Parties, the Organic Simón Bolívar Law, and the Organic Law Against Organized Crime and Terrorism Financing to refine the definition of terrorism. Additionally, the parties have begun discussions on creating a Defensoría de Garantías Políticas y Participación Ciudadana to protect political rights.

In the judicial sector, a Judicial Nominations Committee will be formed, consisting of 12 civil society members and 11 parliamentarians, to select new magistrates for the Supreme Tribunal of Justice (TSJ). The delegations also agreed to establish a joint commission to work with United Kingdom institutions regarding the recovery of Venezuelan gold assets held at the Bank of England.
