Venezuela prison officials allegedly extort inmates and families

The Venezuelan Prison Observatory (OVP) has reported that prison officials are demanding payments of between 50 and 100 USD per person from inmates and their families. These funds are allegedly intended to finance repairs to prison infrastructure, such as painting sports courts and fixing workshops, dining halls, roofs, and walls.

Beyond these large sums, detainees are reportedly forced to pay for basic necessities. This includes costs for uniforms, footwear, mattresses, and personal utensils upon entry, as well as fees of 5 to 12 USD to access potable water. Authorities also reportedly charge for basic food items, such as proteins, labeling them as ‘delicacies.’

Additional reported charges include fees for conjugal visits, transfers, and administrative procedures. Families have expressed fear of retaliation, noting that those unable to pay may face cruel treatment, isolation, or loss of communication. While the National Fund for Penitentiary Buildings (FONEP) is the state agency responsible for prison maintenance, the OVP notes that these costs are being illegally shifted to prisoners and their relatives.
