Venezuela seeks U.S. energy investment amid revenue oversight questions

Venezuela’s new hydrocarbons minister, Paula Henao, is actively courting U.S. and foreign investment to revitalize the nation’s energy sector. Speaking to an audience in Houston, Henao described Venezuela as an emerging energy economy with over 916 exploration opportunities, including natural gas and untapped oil basins. She highlighted the country’s proven oil reserves of more than 300 billion barrels and an estimated 192 trillion cubic feet of natural gas.

Leaders from the state oil company, PDVSA, also participated in the Houston showcase, encouraging businesses to develop new areas. This push for investment follows the removal of former leader Nicolás Maduro and subsequent changes to hydrocarbon laws. While historical cycles of renationalization have caused investor hesitancy, officials suggest this is a critical moment for the sector to thrive.

Concurrently, questions have been raised regarding the management of Venezuelan oil revenues in the United States. Following an Executive Order to safeguard these revenues for the American and Venezuelan people, funds from oil sales are held in Foreign Government Deposit Funds within the U.S. Treasury. Despite requirements for the Secretary of the Treasury to submit recurring reports to Congress every six months, no such reports have been released to date.
