Venezuela to Add 7,400 MW to Grid via Russian and U.S. Partnerships

President Delcy Rodríguez announced strategic agreements with Russia’s INSA and U.S. firm General Electric to restore approximately 7,400 megawatts (MW) to Venezuela’s national electricity system over the next four years – roughly half of the country’s current generation capacity.

The INSA partnership aims to reactivate the Tocoma hydroelectric plant and relocate Russian‑built turbines, targeting more than 2,000 MW of added capacity and upgrades to the Macagua complex. The GE deal outlines a phased recovery of 5,000 MW, with the first 1,000 MW slated for the initial 24 months and the remaining 4,000 MW to follow.

Rodríguez emphasized the project’s importance, stating: “Electric service is the king service; it underpins water, hospitals, schools, food and agro‑industry. Restoring the system and securing megawatts for economic growth is extraordinary news for the Venezuelan people.”
