Venezuela's New Rental Law Aims to Revive Housing Market
Venezuela's National Assembly has approved a new Special Law on Residential Lease that seeks to stimulate the rental market and address the housing emergency caused by the June 24 earthquakes. The law introduces several provisions: it preserves contractual autonomy, limits security deposits to three months, allows deposits to be covered by insurance or bank guarantees, permits rent to be indexed to foreign currency with payment in bolívares at the prevailing exchange rate, and creates an arbitration mechanism for landlord‑tenant disputes.
Pablo González, president of the Cámara Inmobiliaria de Venezuela, described the reform as a crucial boost that should not be missed. He highlighted that the legislation could restore confidence among property owners, encourage more units to enter the rental market, and help the roughly 17,000 people still displaced in La Guaira. While the law will apply to new contracts once published in the Official Gazette, existing agreements remain governed by the 2011 framework, creating a temporary dual‑regime period.
The real‑estate sector plans to continue lobbying for a single, unified regulatory framework to further stabilize the market.
