Venice Commission to urgently review Romania's new ANI Law

The Venice Commission has agreed to conduct an emergency analysis of Romania's new ANI Law (Law no. 180/2026), which governs incompatibilities and sanctions. The review will focus on whether the law's retroactive provisions are compatible with European and international legal standards.

Gunn Marit Helgesen, President of the Congress of Local and Regional Authorities of the Council of Europe, issued the request following appeals from USR parliamentarians Diana Stoica and Sorin Șipoș. Helgesen warned that applying retroactive sanctions could lead to the premature termination of local elective mandates, potentially impacting the continuity of local democratic representation and the stability of local autonomy in Romania.

The USR party has criticized the legislation, alleging it was designed to target political opponents, specifically citing the loss of mandate for Timișoara Mayor Dominic Fritz. The Commission is expected to adopt its formal opinion during its plenary session scheduled for December 11–12, 2026.
