Veracruz Congress mandates digital submission of municipal budgets

The Veracruz State Congress has approved a reform to the Organic Law of the Free Municipality and the Municipal Treasury Code. The change mandates that the 212 municipalities in the state submit their annual revenue laws and expenditure budgets to the Congress in an editable and authenticated digital format.

This reform, proposed by Deputy Miguel Guillermo Pintos Guillén, eliminates the previous requirement for municipalities to submit these documents in triplicate in printed form. The move is intended to increase administrative efficiency and reduce resource consumption. According to the joint report from the Governance and Municipal Finance Committees, the digital authentication will functionally replace the physical signatures and seals used on printed copies, ensuring legal security.

Under the new regulations, municipalities must submit their annual revenue law projects and approved expenditure budgets during the second half of September each year through the Secretariat of Fiscalization. If the Congress has observations regarding these documents, the Secretariat must communicate them to the respective municipality no later than October 30.
