Veracruz Congress opens proceedings to strip immunity of two mayors

The Veracruz state Congress has received two confidential requests for a declaration of procedencia, the legal step that would remove the constitutional immunity (fuero) of two municipal presidents. The requests were forwarded to the joint Permanent Committees on Governance and Justice and Constitutional Points for review.

One of the mayors named in the filings is Raúl González Martínez, the head of Ixhuatlán del Sureste, cited by Movimiento Ciudadano. The request, dated 6 July 2026, stems from the municipality’s failure to submit its Municipal Development Plan to the state legislature. The Congress decided to send the file to the State Attorney General’s Specialized Anti‑Corruption Office for further investigation.

Under the Law of Political Trial and Declaration of Procedencia, the committees have three days to assess the petitions, after which the case moves through a series of steps that could extend the process for at least 36 days before a plenary vote determines whether the mayors’ immunity will be lifted. Officials have kept the identities of the second mayor confidential, citing security and the need to avoid public speculation.
