Veracruz to restructure municipal bond program, ending debt for 93% of towns
The Veracruz state government, through its planning agency Sefiplan and with legislative approval, plans to terminate and refinance the securitization (bursatilización) of future federal participation revenues that was created under former Governor Fidel Herrera Beltrán. The program covered 199 municipalities, representing 93 % of all town councils in the state.
The restructuring aims to shorten the repayment horizon from 2036 to 2030, reduce the public‑debt burden on local governments and channel the resulting savings into public works and basic municipal services. The state will absorb the remaining debt and negotiate refinancing with development banks. The initiative also calls for strengthening the journalist‑protection agency CEAPP, rather than dismantling it, to improve safety for media professionals in Veracruz.
