Vermont advances school consolidation and land use reforms
Vermont is advancing two distinct regulatory and administrative processes. Under Act 170, the state’s school district consolidation efforts are moving into the merger study phase. The first merger committee meeting is scheduled for September 30 for Group 15. Lead Facilitator David Younce has introduced a framework to determine if districts are participating “in good faith,” focusing on meaningful involvement in the study process.
Separately, the Vermont Land Use Review Board (LURB) has announced public information sessions regarding a new Act 250 review criterion, 8(C), set to take effect on January 1, 2028. This new criterion aims to protect forest blocks and habitat connectors by encouraging clustered development to prevent forest fragmentation. The sessions, held in locations including Essex Junction, West Burke, Brattleboro, and Rutland, are intended to gather public input before the formal rulemaking process begins in 2027.
