Victoria crime network expands arson, extortion and debt‑collecting schemes

A wave of arson attacks has swept Victoria, targeting tobacco shops, nightclubs, car yards, homes, gyms and vehicles. The fires often spread to neighboring businesses and have already caused at least one civilian death.

Police link the attacks to organised gangs that recruit young men—sometimes former Boy Scouts—and train them to ignite properties with petrol‑filled jerry cans. These arson operations are part of broader extortion and debt‑collecting schemes that pressure business owners for money.

The construction sector, dubbed the "Big Build", is alleged to be financing the gangs. The Construction, Forestry, Maritime, Mining and Energy Union (CFMEU) is accused of placing convicted criminals in influential roles, enabling the criminal enterprises. Under the 2017 Fagin’s Law, a 20‑year‑old from Essendon was arrested for recruiting minors into the gangs.

Underworld figure Mick Gatto was interviewed by Taskforce Hawk. Investigative journalist Nick McKenzie reported that Gatto received millions from Big Build subcontractors. His home was raided, but he was released without charge. Authorities say investigations are ongoing.
