Victoria targets A$2bn savings on Suburban Rail Loop
The Victorian Government has announced a major overhaul of the Suburban Rail Loop (SRL) project, aiming to achieve A$2 billion in savings. This includes an immediate A$1 billion reduction in scope by removing certain features, such as underground station interchanges at Box Hill and Glen Waverley, which will be replaced by surface connections. Other cuts include the removal of a second station entrance at Clayton, the cancellation of planned pedestrian bridges in Burwood and Cheltenham, and the scaling back of future precinct works and car parking at Glen Waverley.
To identify further savings, the government will commission an independent technical review to target an additional A$1 billion. While the scope is being reduced, Premier Ben Carroll stated that tunneling works will proceed on schedule. Additionally, the Suburban Rail Loop Authority will be merged into the Victorian Infrastructure Delivery Authority to reduce administrative duplication.
A report from the Victorian Auditor-General has revealed that the project's funding involves a previously undisclosed 1 per cent annual levy on all public transport fares, introduced in January 2025. The Auditor-General warned that the project is unlikely to be delivered on budget or on time, noting that the funding strategy lacks transparency and that the rail improvement charge is expected to grow significantly over the long term.
