Victoria, Tamaulipas sees rise of informal businesses in parking lots

In recent months, several cities in the Mexican state of Tamaulipas, most notably Victoria, have witnessed the emergence of constructions in unconventional locations such as supermarket parking lots, road medians, and extensions onto sidewalks. Municipal authorities have granted permits that allow the establishment of beer‑selling stalls—sometimes described as “parking lot cantinas”—and food vendors in these spaces.

Examples include metal structures built on Avenida Cinco de Mayo (the “16”) and Boulevard Adolfo López Mateos to sell beer, a food business occupying roughly one‑third of a parking lot on Calzada de Tamatán opposite the Comisión Federal de Electricidad, and a similar setup at the Central de Autobuses. Critics argue that these approvals reflect a breakdown in urban‑planning enforcement and risk creating a chaotic, uncoordinated growth pattern for the city.
