Vienna considers ‘Kultureuro’ levy amid budget disputes

The City of Vienna is considering the implementation of a ‘Kultureuro’ (Culture Euro), a proposed levy on cultural tickets intended to secure funding for the city’s diverse cultural landscape. The initiative follows the failure of previous plans for a tourism tax. While the office of Culture Councilor Veronica Kaup-Hasler (SPÖ) confirms that the specific design of the levy is being developed and that all proceeds would go directly to the arts, the proposal has met significant resistance.

The Vienna ÖVP has launched an open letter to Mayor Michael Ludwig (SPÖ) demanding the withdrawal of the plan. Party leader Markus Figl criticized the move, suggesting the city should instead focus on reviewing its existing cultural budget and expenditures to address financial gaps rather than introducing new taxes.

Opposition within the cultural sector is also mounting. Industry figures, including the head of the Musikverein, have expressed strong disapproval. Concerns have been raised regarding the potential impact on federal institutions and the broader cultural scene, with some describing the proposal as a problematic approach to budget consolidation.
