Vienna International Centre renovation costs remain disputed

The Vienna International Centre (VIC), commonly known as UNO-City, requires an extensive renovation estimated to cost approximately 330 million euros. Despite several years of negotiations, the Republic of Austria and the United Nations organizations based in Vienna have not reached an agreement regarding the division of these costs.

The planned renovation covers critical infrastructure, including offices, conference rooms, flat roofs, and heating and air conditioning systems. The complex, which consists of Y-shaped buildings between 48 and 120 meters high, houses roughly 4,500 offices.

Four major UN organizations are located at the site: the International Atomic Energy Agency (IAEA), the United Nations Office at Vienna (UNOV), the United Nations Industrial Development Organization (UNIDO), and the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO). These organizations currently pay a symbolic rent of less than one euro per year. Unlike UN facilities in New York or Geneva, the VIC is owned by the Republic of Austria.

The Austrian Foreign Ministry stated that regular discussions to find a solution in the common interest are ongoing. However, the Ministry of Finance noted that the extensive renovation was not a subject of recent budget negotiations for the 2027/28 period.
