Vienna targets climate neutrality by 2040 through energy transition
Vienna is working toward climate neutrality by 2040, a goal mandated by the Vienna Climate Law passed in March 2025. According to an energy transition assessment by the Austrian Biomass Association, the city faces significant infrastructure challenges to meet these targets.
Key requirements include replacing more than 400,000 decentralized gas heating systems and transitioning district heating, which currently relies heavily on natural gas, toward geothermal energy and large-scale heat pumps. Additionally, Vienna expects a substantial increase in electricity consumption and a rise in electricity imports by 2040.
To manage this transition, the city is focusing on expanding local electricity generation through photovoltaics and improving distribution systems for existing buildings. Efforts also include advancing e-mobility, exploring green hydrogen, and ensuring grid stability through capacity markets and reserve power plants to mitigate risks during periods of low wind and solar output.
