Vienne prefecture implements driving license suspensions for phone use

In the Vienne department of France, Prefect Charles Giusti has announced an experimental measure to combat distracted driving. Starting October 1, 2026, certain drivers face an immediate one-month administrative suspension of their driving license for using a mobile phone while driving.

The measure specifically targets novice drivers with probationary licenses and repeat offenders who have been cited for phone use within the last three years. The suspension applies to both holding a phone in hand and using any audio device held to the ear. This penalty will be applied in addition to standard fines and point deductions.

This decision follows a significant rise in dangerous driving behaviors. In 2025, the department recorded 41 road fatalities and 2,825 phone-related infractions, representing a 55% increase compared to 2021. In the first half of 2026 alone, 930 such infractions have already been recorded.
