Vietnam adopts electronic vehicle title transfer rules

The Ministry of Public Security in Vietnam has enacted new provisions under Circular 37/2026/TT‑BCA that allow electronic data to serve as legal proof of vehicle ownership transfer. The updated procedure, effective from 8 June, recognises digital records on the national civil registry and the public service portal as equivalent to paper documents in eligible cases.

While the core steps—cancelling the old registration and issuing a new one—remain unchanged, owners can now submit electronic ownership data instead of physical paperwork, streamlining the process, reducing paperwork, and advancing the digitisation of vehicle registration services.
