Vietnam adopts new AI platform evaluation criteria for government use

Vietnam's Ministry of Science and Technology issued Decision No. 2847 establishing a national set of criteria to evaluate artificial‑intelligence platforms that assist public officials. The framework sets a 100‑point scoring system divided into a general group (35 points) covering legal compliance, data handling, AI ethics and security, and an operational group (65 points) assessing support for specific governmental functions.

A platform must score at least 70 points overall, with a minimum of 50 % in the general group, to be approved for official deployment. Scores between 50 and 70 allow limited testing after upgrades, while scores below 50 preclude participation. The criteria also require that AI services use Vietnamese‑owned large language models, run on domestic infrastructure, and process only publicly available legal documents. Platforms may provide analysis, synthesis and advisory output but cannot replace the decision‑making authority of civil servants, and they must not handle state‑secret or defense information.

The evaluation applies to 14 ministries, three ministerial‑level agencies and 34 local authorities, creating a common AI infrastructure for the public sector while ensuring legal accountability and data sovereignty.
