Vietnam adopts new national education system framework

On 23 July 2026, Deputy Prime Minister Lê Tiến Châu signed Decision No. 38/2026/QĐ‑TTg establishing a comprehensive framework for Vietnam’s national education system. The decree defines the overall structure, categorises education programmes, outlines nine educational levels, and sets standard study durations for each tier.

The framework also creates linked education streams to ensure smooth transitions and credit transfer between levels, supports transparent reporting of learning pathways, and serves as a reference for recognising domestic and international qualifications. It applies to all schools, universities and training institutions, as well as the state agencies that oversee education.

The reform aims to standardise curricula, improve lifelong learning options, and enhance Vietnam’s ability to compare its education outcomes internationally.
