Vietnam adopts resolution to strengthen overseas Vietnamese community
On 2 August 2026 the Politburo of the Communist Party of Vietnam, represented by General Secretary and President Tô Lâm, signed Resolution No. 23‑NQ/TW on the work of Vietnamese abroad. The new resolution updates the 2004 policy, noting that more than 6.5 million Vietnamese now live in over 130 countries, with a growing share of highly‑educated professionals, entrepreneurs and young people, some holding influential positions in their host societies.
The document stresses that overseas Vietnamese are a strategic national resource and a bridge to the world, playing a key role in Vietnam’s foreign policy. It calls for coordinated action by party, state and local authorities to mobilise this diaspora, improve legal and social conditions for those facing difficulties, and address a small minority whose attitudes or actions may harm Vietnam’s international relations. The Politburo tasks relevant agencies with implementing the outlined measures to enhance national unity, international cooperation and sustainable development.
