Vietnam adopts unified open‑educational‑resources rules for digital universities

Vietnam's Ministry of Education and Training issued Circular 61, effective 1 September 2026, to implement the 2025 University Law and related legislation. The regulation establishes a nationwide legal framework for the creation, use, sharing and licensing of open educational resources (OER) in higher education, including requirements for quality assurance, copyright compliance and transparency. It also sets standards for AI‑generated learning materials and mandates that resources funded largely by the state be released under open licences, unless otherwise restricted.

The circular defines concepts such as open licences, open access, and a national OER portal, and requires universities to build mechanisms for quality control, content updating and user feedback. By standardising OER handling, the policy aims to accelerate the digital transformation of Vietnam’s universities, broaden lifelong learning opportunities and promote innovation in research and teaching.
