Vietnam Ministry of Education issues new regulations on enhanced school activities

The Ministry of Education and Training has issued Circular 85/2026/TT-BGDĐT, which regulates enhanced educational activities and activities based on learner needs in general education institutions.

The circular aims to implement Party and State guidelines on educational reform. It defines the principles, content, forms, and financial mechanisms for these activities, while clearly distinguishing them from unauthorized extra classes or tutoring.

Specifically, enhanced educational activities are designed to supplement essential content, increase practical experience, and develop student competencies without introducing new subjects or teaching ahead of the official curriculum. These activities are to be conducted outside regular hours or during two-session school days. The regulation strictly prohibits schools from using these programs to conduct unauthorized tutoring or to teach curriculum content in advance.
