Vietnam advances nuclear energy plans and regulatory frameworks
Vietnam is advancing its nuclear energy development plans to ensure national energy security and support green growth. During a scientific workshop in Khanh Hoa, experts discussed the integration of nuclear power into the national grid, noting its ability to provide stable, low-carbon baseload power that complements variable renewable sources like wind and solar.
Under the adjusted Power Development Plan VIII, the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects are slated for the 2030-2035 period, with an expected capacity of 4,000-6,400 MW. By 2050, Vietnam may consider adding an additional 8,000 MW. Russian nuclear technology has been highlighted by experts as a highly reliable and safe option for these developments.
To support this transition, Vietnam is focusing on strengthening its regulatory framework and technical capacity. The Ministry of Science and Technology is leading efforts to refine laws, including the 2025 Law on Atomic Energy, to oversee the entire lifecycle of nuclear plants—from site selection and construction to operation and decommissioning. This includes enhancing the capabilities of the Vietnam Atomic Energy Institute and the Agency for Radiation and Nuclear Safety to ensure rigorous inspection, licensing, and independent monitoring.
