Strategic Partnership To Lam Vietnam-Canada relations Indo-Pacific bilateral cooperation

Vietnam and Canada have officially upgraded their bilateral relationship to a Strategic Partnership following a state visit by Vietnamese General Secretary and President To Lam to Canada from September 24 to 25, 2026. This visit marks the first time a Vietnamese General Secretary has visited Canada since diplomatic relations were established in 1973.

The new partnership is structured around eight key pillars of cooperation: bilateral, regional, and multilateral affairs; trade, investment, finance, and economy; transportation, supply chain management, and infrastructure; digital transformation, artificial intelligence, and advanced technology; energy security, environment, and sustainable growth; food security and agriculture; defense, security, maritime, and law enforcement; and education, culture, and people-to-people exchanges.

During the visit, President To Lam held talks with Canadian Prime Minister Mark Carney and met with various stakeholders, including the Canada-Vietnam Friendship Association, Vietnamese experts and scientists in Canada, and the Vietnamese community. Discussions also focused on deepening engagement in the Indo-Pacific region and promoting economic ties, including the potential for a Canada-ASEAN Free Trade Agreement. Canada expressed interest in supporting Vietnam's energy transition and technological advancement.
