Vietnam and Russia strengthen law enforcement and prison management cooperation

Vietnamese Minister of Public Security Lương Tam Quang met with Arkady Aleksandrovich Gostev, Director of the Russian Federal Penitentiary Service (FSIN), in Hanoi on October 12, 2026. The meeting focused on strengthening the comprehensive strategic partnership between Vietnam and Russia through enhanced cooperation in security and law enforcement.

Both parties reviewed the progress made since signing a Memorandum of Understanding in October 2025, particularly regarding criminal justice execution, prisoner management, education, and rehabilitation. Discussions highlighted the growing challenges posed by transnational organized crime and high-tech offenses.

To address these issues, the leaders proposed increasing professional exchanges, workshops, and the sharing of expertise in applying science and technology to prison management. They also emphasized the need for regular communication channels to facilitate information sharing, situational forecasting, and joint efforts in preventing and combating legal violations.
