Vietnam updates VNeID regulations and prepares for 2G shutdown

Vietnam is implementing several significant updates to its digital infrastructure and telecommunications services. Under Decree 320/2026/ND-CP, effective September 28, 2026, VNeID electronic identity accounts may be automatically locked if the registered mobile number is changed and the new number is not registered under the user's legal name. This measure aims to ensure consistency between digital identities and mobile subscriber information.

In addition to VNeID updates, the government is expanding electronic identity access to foreigners legally residing or entering Vietnam, facilitating easier access to public services and administrative procedures. Local authorities in provinces like Lao Cai are also accelerating the activation of level 2 electronic identities for children aged 6 to under 14.

In the telecommunications sector, Vietnam will officially cease 2G network broadcasting nationwide on September 15, 2026. Users of older devices or those without VoLTE-enabled 4G phones are advised to check their equipment to avoid communication disruptions.

Separately, a proposal in Ho Chi Minh City suggests providing an additional income supplement of up to 3 million VND per month for certain contract workers in public agencies, including drivers, security, and administrative support staff, starting October 1, 2026.
