Vietnam approves centrally-governed city status for Quang Ninh and Bac Ninh

The Communist Party of Vietnam’s Central Committee, meeting at its third plenum of the 14th term, agreed to upgrade Quang Ninh and Bac Ninh to centrally‑governed cities. The move is intended to create new growth poles, improve urban governance and strengthen regional connectivity.

Quang Ninh recorded a 2025 GRDP of over VND 368,445 trillion, a budget revenue of VND 84.5 trillion and an 11.89% growth rate. The province aims for more than 12.5% growth in 2026 and a per‑capita GRDP of at least US$11,800, positioning it as a green, smart city.

After merging with Bac Giang, the new Bac Ninh province spans about 4,700 km² and houses nearly 4 million people. Its 2025 GRDP grew 10.27%, ranking fifth nationally, and the province targets centrally‑governed city status before 2030, emphasizing green, smart, and culturally rich development. The decision aligns with broader CPV plans to shape Vietnam’s development model through 2045 and integrate security considerations into economic strategy.
