Vietnam approves 2026-2035 higher education development strategy
Vietnam has launched a comprehensive higher education development strategy for the 2026-2035 period, approved by Deputy Prime Minister Le Tien Chau via Decision No. 1810. The strategy aims to transform higher education into a national strategic knowledge infrastructure, with the goal of having two institutions ranked among the world's top 100 by 2035. Key objectives include reducing the number of public higher education institutions by at least 20% compared to 2025, ensuring 100% of institutions meet established standards, and developing 3 to 5 elite research universities. Resources will be concentrated on approximately 30 key institutions.
In support of this modernization, the Ministry of Education and Training has announced a scholarship policy under Decree 179/2026/NĐ-CP. This policy targets 91 training disciplines within 15 groups, focusing on basic sciences, key engineering, and strategic technologies such as AI, semiconductors, and cybersecurity. Undergraduate scholarships range from 3.7 to 5.5 million VND per month, while graduate students and researchers can receive between 5.5 and 8.4 million VND per month. Eligibility is determined by being within the top 30% of highest-scoring candidates in these specific fields.
Additionally, the government is implementing reforms in vocational education and university admissions. New regulations aim to streamline admissions processes by 2027 and enhance institutional autonomy while maintaining accountability. Vocational education reforms will also focus on digital transformation and standardized enrollment procedures.
