Vietnam approves national outlet shopping center development plan

The Ministry of Industry and Trade has officially approved a development scheme for outlet shopping center models in Vietnam, spanning the period through 2030 with a vision toward 2045. This initiative aims to modernize retail infrastructure to international standards, facilitating goods circulation and driving growth in the commercial and tourism services sectors.

Under this model, manufacturers or distributors will supply products directly to consumers at discounted prices. The inventory will include surplus stock, items with minor finishing defects, or products manufactured specifically for outlet chains. The government intends to implement strict supervision to prevent commercial fraud, smuggling, and intellectual property violations.

The rollout is divided into two main phases. By 2030, the goal is to establish at least one pilot outlet model and complete a specialized legal framework. Between 2030 and 2045, the network will expand across the North, Central, and South regions of Vietnam, ensuring at least one standardized outlet complex per region. The scheme also prioritizes domestic brands, requiring Vietnamese-origin goods to account for at least 30% to 40% of products in pilot models. Additionally, authorities aim to develop at least 10 groups of products branded as ‘national gifts’ for regular sale within the system.
