Vietnam approves state capital restructuring plan for 2026-2030

Vietnam has approved a state capital restructuring plan for the 2026-2030 period, as signed by Deputy Prime Minister Nguyen Van Thang. The plan outlines specific ownership targets for various state-owned enterprises and commercial banks.

Under the new guidelines, the state will maintain 100% ownership in several major corporations, including Vietnam Electricity (EVN), Vietnam Oil and Gas Group (PVN), Vietnam National Coal-Mineral Industries Holding Corporation (TKV), Vietnam Posts and Telecommunications Group (VNPT), Vinachem, the State Capital Investment Corporation (SCIC), Vietnam Expressway Corporation (VEC), Vietnam Railways (VNR), Vinafood 1, and Agribank.

For the banking sector, the plan directs the restructuring of Vietcombank, BIDV, and VietinBank. The state aims to maintain ownership in Vietcombank and BIDV at 65% or higher, while the state's stake in VietinBank is projected to increase to 65% by 2030. Other entities, such as the Vietnam Maritime Corporation (VIMC), are expected to see state ownership decrease toward a 65% threshold by 2030.
