Vietnam arrests deputy agriculture minister in durian export code fraud
Vietnam's anti‑corruption police (C03) opened an investigation on 28 July, detaining Deputy Minister of Agriculture and Rural Development Hoàng Trung along with several officials and businesspeople. Investigators said the suspects were involved in receiving and giving bribes, brokering illegal transactions and abusing their positions to manipulate the issuance of planting‑area codes and packaging‑facility codes used for durian exports.
The scandal centres on widespread fraud of code numbers that certify the origin and processing of durian. In 2022 China approved only about 3,000 ha of durian‑growing area, enough for roughly 68,000 tonnes a year, yet export registrations at times reached 1.3 million tonnes. To bridge the gap, companies reportedly rented, borrowed or bought codes, with each planting‑area or packaging code trading for about 120 million VND. Completing a single export dossier can cost several hundred million dong per container.
The Vietnam Fruit and Vegetables Association, represented by its Secretary Đặng Phúc Nguyên, confirmed receiving numerous complaints from exporters about the illegal code market as durian exports surged in 2022‑2023.
